Our Vision for a New Haiti

One of the major questions for a political party is its ideological positioning. While this may not be a primary concern for the party’s base, it is a crucial issue that can create divisions or hinder the desired unity and fusion of political forces. This must be addressed without prejudice, in light of the history of ideas and today’s realities. The concepts of “left” and “right” have deep meanings tied to the histories of the countries where they originated, and do not have the same content in France, Germany, Great Britain, Russia, the United States, or Canada. Haiti, with its dual colonial history (French and American), faces a more complex situation, as neither the French nor American left or right are products of the same history.

PREPEP cannot be satisfied with borrowed ideological thinking or simple transpositions. It must reflect, debate, adapt, and embrace modernity, as its ambition is to modernize Haiti. Today, no party strictly follows traditional left or right policies. The right is traditionally characterized by values such as family, homeland, work, and individual responsibility, while the left values freedom, equal opportunity, justice, solidarity, and societal responsibility. Both sides are attached to republican values: liberty, equality before the law, justice, citizenship, and secularism.

PREPEP aims to build a society based on a blend of these values, focusing on the Haitian people rather than pursuing an ideological ideal. The party promotes a society where freedom enables individual initiative and wealth creation, which in turn supports employment, justice, and national solidarity. This is a liberating liberalism, with the ultimate goal of serving humanity as a social being. If a name must be given to this doctrine, it would be “Social Liberalism”—the condition for modernizing the country.

The Five Pillars of Modernization

  1. Political and Institutional Modernization

    • Put politics at the service of a united Haiti, reconciled with its democratic history and mobilized as a nation toward a shared future.
    • Organize coexistence in a nation divided by intellectual poverty, political blindness, and elite selfishness.
    • Recognize and rehabilitate national heroes, and hold national forums on citizenship and fraternity.
    • Reform the Constitution and public institutions to raise governance to modern standards.
    • Ensure justice and the rule of law, with equal application for all.
    • Reform public administration for efficiency and transparency.
    • Fight corruption with top-down strategies and exemplary leadership.
    • Renew security and defense forces to protect citizens and support national development.
  2. Economic Modernization, Land Management, and Sustainable Development

    • Develop a strategic national plan for growth and development.
    • Harness technology for development and address energy deficits with diversified sources.
    • Create a sovereign wealth fund to invest in strategic sectors and secure the future.
    • Build investor confidence and improve labor organization, motivation, and discipline.
    • Reform land policy to support development and clarify property rights.
    • Pursue sustained economic growth, aiming for 8–12% over the next decade.
    • Transform agriculture for food security and export capacity.
    • Develop strategic industries and modernize infrastructure.
    • Promote regional integration and sustainable urban development.
    • Protect the environment while pursuing economic growth.
  3. Modernization of Education, Health, Women’s Status, Youth, and Employment

    • Prioritize scientific and technical education for development.
    • Reform the education system at all levels, focusing on practical results.
    • Achieve universal basic education within ten years.
    • Organize research around centers of excellence and coordinate through a national agency.
    • Reform the health system to provide free basic care and eradicate endemic diseases.
    • Empower women and increase their participation in governance and development.
    • Mobilize youth for national development and fight unemployment, especially through private sector growth.
  4. Modernization of Culture, Tourism, and Sports

    • Develop the cultural sector as a source of national pride and wealth.
    • Create national and regional cultural institutions, museums, and libraries.
    • Promote arts, music, literature, and cinema to international standards.
    • Invest in sports infrastructure at all levels to improve health, social cohesion, and international competitiveness.
  5. Modernization of Foreign Policy, Diplomacy, and the Role of the Diaspora

    • Position Haiti strategically in regional, continental, and global affairs.
    • Use diplomacy to promote economic interests and growth.
    • Make the Haitian diaspora a key player in national development.
    • Create favorable conditions for the “return of brains” and involve the diaspora in political life.
    • Channel diaspora expertise and investment for national progress.
    • Establish structures to coordinate relations with the diaspora and encourage their participation in development.
