Any effective justice system that meets the expectations of litigants and respects the people in whose name it is rendered is based on the rule of law. The law must be fair, widely disseminated, and applied without any discrimination to all states and citizens, whoever they may be. Strict respect for equality before the law is a condition for its acceptance, as well as legal security. Every Haitian citizen, every national or international investor must have the assurance that the same law will be applied to all, and that their property will not be confiscated by a justice system with variable standards.
In the justice sector in particular, the goal is to complete the reform of the judicial system.
