PREPEP is convinced that an effective fight against corruption requires a top-down strategy. The exemplary conduct of senior officials is essential for their authority over their collaborators. Moreover, it is at the upper levels of administrations and other public structures that the goal of zero tolerance can truly be achieved. PREPEP must therefore ensure exemplary behavior, starting within its own ranks.
The effectiveness of the fight against corruption also depends on restructuring the institutions created for this purpose. Their number should be reduced as part of an institutional overhaul, their missions better defined, and their operations streamlined.
