Urban modernization efforts can only be carried out effectively if the current framework for decentralization is revised to strengthen local powers, at least in major cities. From a technical standpoint, it is at the municipal level that standard facilities should be designed and implemented, with the state intervening directly only in areas that create incentives for the productive sector.
This requires, in particular, a reform of the financial system to allocate more funds directly to municipalities. In this sense, the current and completely outdated system of transfers—whether through annual allocations or additional levies—will be abandoned. The tax system will be reformed accordingly.
